Foreign aid serves two basic purposes:
1. To help other people. Sure there is corruption, but not anywhere near the level of corruption as when the government shovels money to large corporations.
2. Most foreign aid isn’t for helping people, it is purchasing services from other governments that are viewed as being valuable to the interests of the U.S government (supposedly for the U.S. people), such as paying Israel and Egypt not to go to war against each other so oil and goods can more freely flow through the Suez Canal.
